Precommit API Docs

Following gives the downstream consumable API for precommit components.

• Core Functions, common to both smart-apply-patch and test-patch.
• Smart Apply Patch available to all plugins when running under smart-apply-patch.
• Test Patch, available to all plugins when running under test-patch.
• Precommit Plugins APIs available when they are also enabled.
